Setting times for events and todo doesn't save defaults to 12:00am

SUMMARY
Setting times for events and todo doesn't save. When I click apply, the time
defaults to 12:00am

STEPS TO REPRODUCE
1. Installed this way from Software manager 
2.

OBSERVED RESULT


EXPECTED RESULT
I would expect it would save the times set for appointments, events and todos.
