I can confirm this. I'm in Canada and ran into this bug yesterday on Fedora 31.
To determine if the problem is with KDE itself or just Fedora's build, I
installed Kubuntu on another computer and tried again. Exact same issue.
However, if I run the following in Konsole:

  LANG=en_US.UTF-8; korganizer

then I can set up events and assign the desired time to them.
