Read this Bug387443 thread and, if I got it right, according to it my problem
should not exist. But for me it does not work as expected.

What I expect is a setting that lets me choose which format new mails and mails
written as a reply and forwarded mails ALWAYS should have. Can't find such a
setting. Right now I only can toggle between Plain/Rich-Text in the composer
window. And the last choice is remembered and used as default for the next
mail.

BTW, in the security settings -> Reading "Prefer HTML to plain text" is off. In
the Composing section there is nothing to choose from regarding
HTML/Rich-Text/Plain etc.
