I managed to solve my problem. in /home/.config there's a file called kmail2rc.
I searched the file for "html' and found the following line in several
different places: htmlLoadExternalOverride=false

So I first created a backup file of kmail2rc, and then I changed "false" to
"true" in those lines. Then I saved the file and closed it. Now the html
settings work correctly!
