This is not easy because the program gives not much info. 
This is from opensuse Leap 15 (with Plasma 5.12.6, Framesworks 5.45.0, QT
5.9.4)
We agree that "this bug has been stagnant for a long time". Exactly for 4 years
without any attention. 

The Knote in Leap 15 is broken. AFAIK, it was broken already in 42.1,2 and 3. 
First: version: no version information is given in knotes. 
Second: when selected "show number of notes in the tray" this has no effect in
the tray.
Third: when opening the notes in Kontakt (5.7.3) they can be seen, modified and
saved. But they cannot leave the window, cannot be attached to any desktop and
are therefore completely useless. 
Forth: when selecting "remember desktop where the notes are shown" is selected
but has not effect. 
Fifth. When opening the knotes plamoid / app / widget or how you want to call
it, the same applies: notes done there are not shown in knotes in kontact, they
cannot be ripped off and left on any desktop. When placed into the tray as a
tray app or to the panel as an app, they simply do not work. 
There is therefore no useful functionality in current (Leap) Knotes and in the
widget that seem not to work at all.
