confirmed the same behavior in 
Kontact
Version 5.9.3
kde neon 
KDE Frameworks 5.53.0
Qt 5.11.2 (built against 5.11.2)

go to contact settings 
untick journal 
press apply 
press ok 
click to do and the calendar appears

go back to settings and re-enable journal
clicking to do now brings up the correct page


interesting behaviour. 
when already selected the todo then disabling journal, now both calendar and
todo show the todo page. 
again undoing reverts and correct. 

from cli when opened from there
