If one of one of the non-working holiday days (in this case 15. & 16. Feb) is
Sunday, next working days will also be non-working.

Examples:
15.2. is Sat, 16.2. is Sun, Monday (17.2) will be non-working day

15.2 is Sun, 16.2 is Mon, Tuesday (17.2) will be non-working day
