--- Comment #5 from Constantine <Hi-Angel at yandex.ru> ---
So, below are new steps to reproduce, perhaps more reliable. It's assuming you
have the "Local Folders" account that KMail creates by default.

1. Open "Settings" → "Configure filters…"
2.1. Add a new filter
2.2. Add filter criteria "subject" "contains" "TEST"
2.3. Add to filter actions "Mark As" "Read".
3. Create a mail with subject "TEST", and use "Message"→ "Save as draft".
4. Select the saved mail in "drafts", then mark it as "Unread".
5. Use dragging to move the selected mail into "outbox" of "Local Folders"
account.

Result: it's still marked as "Unread".

6. Select the mail in "outbox", then mark it as "Unread".
7. Use dragging to move the selected mail into "inbox" of "Local Folders"
account.

Result: the filter being triggered, and the mail is marked as read.
