Okay, I think I know when it happens:
It does not happen with:
Date: Mon, 07 Aug 2017 09:56:25 +0200
(mail received by POP3 and stored on local maildir)
But it does happen with:
Date: Mon, 7 Aug 2017 05:23:34 +0000
(mail on our exchange server)
I.e. it appears to me that KMail (or whatever framework below) ignores time
zone information in "+0200" and just takes the time verbatim, assuming that it
would be local time.
