The "Filter Actions" list box always displays the list but its always the blank
line at the bottom of the list that is shown by default, i would have thought
the list should start at the top.  I think "Move to Folder" would be the most
used choice on a filter and should be at the top of the list,  It also looks
wrong with the last item in a selection list being highlighted.

Reproducible: Always

Steps to Reproduce:
1. Configure Filters
2. Create new filter
3. Set up Filter Criteria
4. Click on "Please select an action"

Actual Results:  
The blank line at the bottom of the list is highlighted

Expected Results:  
List presented with the first line at the top
