The attached screenshot shows my kMail displaying the example invitation,
showing the wrong time. kOrganizer correctly imports the incident, however.

The KDE installation used is the one delivered with Kubuntu 16.04:

Version 5.1.3
Unter:
KDE Frameworks 5.18.0
Qt 5.5.1 (kompiliert gegen 5.5.1)
Das xcb Fenstersystem

I don't know if there is any more recent pre-compiled package available - I'd
try it if there is and if it works well enough to be usable.

KDE Neon does not include KDE PIM so far, does it?

Is there any additional information about my system that might be helpful in
tracking this issue down?
