I've used Kleopatra without problems on my Win 8.1 64 bit computer, after some
time I couldn't launch Kleopatra anymore. There is no way out, I've tried all
possible thinks, deinstallation, delet of files after installation, reboot,
etc. nothing resolves the problem.

Reproducible: Always

Steps to Reproduce:
1. Click on the Kleopatra icon
2. Kleopatra doesn't respond and won't launch 
3. The key manager still remain unopend, even after several times of trying
deinstall and reinstall the Kleopatra key manager
