I wasn't able to install kdepim 15.08 but I could still reproduce it with
4.14.9 and 4.14.10.
I guess I don't understand why this option exists in the first place. As I
wrote in a commend above, the config value changed to 1 without me
(intentionally) doing it. And 1 is far too low, the standard seems to be 200.
Plus there seems to be an additional bug since the error message appears when
entering the last possible email address. (My guess is that this is because
kmail immediately adds another input field for an additional email address when
the user starts to enter an email address.)

I made two screen shots:
The first shows the config option in question - marked with a red border.
The second shows the error message and the composer in the background with 2 of
the 3 allowed email addresses entered without any error; but entering the first
character of the third email address triggers the error message.
