Are you sure you are running the right kleopatra binary. For some historic
reasons there is a wrapper installed in the installation location that should
be run. Running the kleopatra.exe from the bin subfolder will produce the error
you mentioned.:

%PROGRAMFILES%/GNU/GnuPG/kleopatra.exe  (small and without icon) < This is the
one you should run.
%PROGRAMFILES%/GNU/GnuPG/bin/kleopatra.exe (large and with icon) < Will produce
error.
