This bug may be linked to  a bad integration within win64 context menu. I shall
add that I run the 64 bit version of windows 8.1.
When the bug is triggered, a workaround is to invoke GpgEX through a win32
context menu with the freeware WOW64Menu. Kleopatra then normaly offers to
encrypt the file.
