To resume the current situation: 
- AFAIK The bug "Broken State" is resolved in 4.14.1. The bug "missing conflict
resolution" is another one (see  Bug 338570)

@Harald: Is this bug still occurring in a version greater or equal than 4.14.1
?

Otherwise i would like to close this bug.

@Harald: As a Layman in this area: The *changes.dat files are binary files
which record not yet committed changes. You can find an exact specification of
the format in kdepimlibs/akonadi/src/core/changerecorder_p.cpp.
