When replying HTML message (in czech), automatic quote (in new message)
encoding is messed up (instead of "ěščžšěčřž" there is "ÄÅ¡ÄžšÄÄÅž" ).
The message viewer shows the message correctly.

When replying non-html messages everything works fine.

Looks like it really depends on html/non-html, works same with messages from
various senders.

In previous version (Debian oldstable) it worked fine, I've upgraded yesterday.

Reproducible: Always

Steps to Reproduce:
1. recieve a html message in czech (or other non-ascii language)
2. press "reply" button
3. see what happened with characters with accents in quote
