When default BCC or CC-address is set, no TO-Field is created. Instead , the
first address-field after the automatically inserted is a CC-Field.

Reproducible: Always

Steps to Reproduce:
1. Add a default CC or BCC field in your default identity
2. Click New Mail.
3.

Actual Results:  
The first address-field after the automatically inserted is a CC-Field.

Expected Results:  
 The first address-field after the automatically inserted is a TO-Field.

Without a default CC-recipient, a TO-field is created.
