I can't reproduce this problem.

On windows 8.1 x64 pro. Default install of gpg4win-2.2.5 -> launching kleopatra
from the "Tasks" pane works perfectly fine.

What did the shortcut have as a "Start in" value before you modified it? For me
it's %HOMEDRIVE%%HOMEPATH%
