The Transport settings for Sending Account aren't where a user would expect
them to be. 

Reproducible: Always

Steps to Reproduce:
1. Need to change settings for an SMTP account
2. Search for the Transport configuration, without knowing that it's called
Transport Configuration
3. Ultmately find it in the menus that show up only when you are in the new
mail composer, and guess that 'Configure Transport' is what you're looking for


Expected Results:  
Sending account settings should either be
  1. Easily accessible from within the Mail Accounts Configuration dialog
  2. An indication / link to where to look instead should be added
  3. Some documentation should be available _somewhere_ that includes this
information.
