When the same user is logged in on multiple sessions, the GUI dialog will
always open in the first session, even if the 2nd session initiated the dialog.

Reproducible: Always

Steps to Reproduce:
1. Setup system to allow multiple RDP sessions for the same user (such that
logging in twice doesn't kick the first user out)
2. Connect to the system using RDP
3. Login a second time to the same computer, using the same username
4. Try to decrypt a file on the second session

Actual Results:  
The GUI dialog appears in the first session, even though the second session
initiated it.  Essentially, making the software unusable for the user logged
into the second session until the user in the first session logs out.

Expected Results:  
The dialog should appear in the session that initiated it
