change a template, eg "reply to all", so that quote is supposed to come after
reply. Use "reply to all" to a mail, your cursor will be set after the "reply
quote"

Reproducible: Always

Steps to Reproduce:
1. set "prefer html to plain text"
2. edit "reply to all template" to set "cursor" before "quote"
3. use "reply all" on an incoming mail
Actual Results:  
your cursor will be after the quote of the mail you intend to reply to

Expected Results:  
the cursor at the start of the reply you are composing
