I can confirm that on Kubuntu 14.04 with KDE 4.13 and same KDEPIM version
distribution lists are non functional. Yet again. 

Workaround: use "select" in composer window, expand your dist-list in question,
select all recepients and add/cc/bcc them. Then it works
