setting an expire rule on afolder fail to execute with a failure message in the
status bar.
mooving the messages manually succeed.

Reproducible: Always

Steps to Reproduce:
1.create an expire rule
2.try to execute it
3.see the error message
Actual Results:  
error message instead of moving messages

Expected Results:  
moving messages
