Hello,

Since our customer "progressively" ( :-( ) changed encoding of emails (emmited
by his Troubleshooting Information System - TIS) from UTF8 to windows cp1250,
all emails comming from this TIS system are broken like this:
Subject (correct):
76894 - založení záznamu (Ztráta zobrazení ACC2 auidp184)

Body:

The Czech language punctuation is broken and emails are not readable.
This change was made maybe two years ago. I'm using gentoo and archlinux
systems.
