Error 403. You don't have permission to access the requested directory/object.
There is either no index document, it is either read-protected or not readable
by the server.

Hi, we need some more information to solve this.
What system/distro are you using?
Do you have the same problems with a newer version? (I have not seen the any
slowness)
Do you use interval checking or a specific time for each feed? That is probably
why it is using CPU power, because it checks every 30 or so minutes for new
articles. As a tip: disable interval checking when on battery or if you want to
save power.
You say it is sometimes slow but always reproducible. Which one is it?
Please try and describe 'slow'. Is the interface slow? Is it slow to
open/start?
