I confirm the bug with KDE 4.8.4 and Kmail 1.13.7 on Debian amd64. I have one
IMAP account in connected mode, with filtering on Sieve only. No "new mail" is
notified, except for the currently selected directory. None of the
notifications I set up is executed: no beep, no sound, no message, no command
execution.

I think it's an important feature for an email client and I hope this bug will
be considered as so. I would be happy to provide any other additional useful
information to help the fix.
