The current email template configuration is not very intuitive and sadly does
not work very well at all.

For example I created a custom template in KDE SC 4.9.5 and it is not displayed
to select under Kontact --> 
File --> New --> New message from template. Also the option to save a new email
in the composer as a new template also does not seem to work. From the composer
menu --> Message --> Save as template the following error is provided: "Failed
to save the message: Unknown collection."

Bottom line in my opinion the template configuration needs to be reworked. A
simplified system to create and group locale templates needs to be established.
Also currenlty in each of the areas that I have seen to create different types
of templates under the Kmail Configuration settings there is no way to add file
attachments.

One way to make some improvement would be to modify the Kontact --> Kmail
Settings --> Composer --> Custom Templates adding features to create folders to
group template types and add a function to embed attachments into the
templates. Also launching an interface with a similiar look to Composer to
create the templates would also be nice. Essentially a composer window with
extra functions for template creation with the other composer functions
removed.
