Problem also occurs with openSUSE 12.3 KDE 4.10.5.
I find this annoying and a waste of bandwidth - if I have downloaded it once, I
don't need to download it again!

Btw the reboot is not necessary. Just quitting kmail is enough; when starting
it again the setting is reverted from "never" to 60 minutes.
