I understand this is about two issues, one account order and second folder
order in an account. The second one is OK except the context menu one gets on
the header of the Folder List shows an option Sort Items of which it is unclear
that this only applies to Folders in an account and not to the Accounts.
Suggestion: "Sort Items in Accounts". Sorting Accounts is available in
Settings->Kmail Settings->Accounts->Adjust order Accounts. However as stated
above this ordering is not obeyed  in the sub window  Folder List, It remains
sorted alphabetically.
