I did some more testing after I saw that the bug did not occur when I used a
different Kmail account.  
The main difference between the two accounts is the way how I handle the
signature of the Kmail identity. 

For my standard account  I have set an option for the komposer that the
signature should be inserted before (!) the quoted text of the email to be
forwarded or to be answered. With this setting the bug occurs and the quoted
text is incomplete. 

In the other account I insert my signature after (!) the quoted text - then the
email text to be forwarded is quoted and inserted completely.  

So, the bug has to do with the positioning of the signature and to verify it
you need to set up Kmail such that it inserts your signature before the quoted
text to be forwarded. 

The bug is independent of whether I take the signature from a file or the
signature field in the Kmail identity settings. 

By the way : If the signature field of the Kmail identity settings only
contains a line break and nothing else additional weird things happen :  the
quoted text than looses all line breaks. In this case independent of the
position of the signature. This should be repaired, too, although I admit that
a line break alone does not make much sense as a signature.
