Confirmed.

I'm using a local Dovecot IMAP-Server. With Thunderbird 12 (or lower) it's
possible to easily create top level folders on my Dovecot Server
(Maildir-Format). With KMail (4.8.3 Release 503) it's still not possible to do
that since a long time. Only the creation of subfolders in the Inbox is
permitted.

It's a disaster for me. This bug forces me to use Thunderbird instead of my
beloved Kmail. Hope the devs will take care.. That would be great.
