I confirm this bug for KDE-4.8 (openSUSE rpms). 
Manually apllying filters works fine in all aspects for me, but the filters are
not applied automatically to incoming messages in an imap account, thought the
option is checked. 

This problem is old, it has been said to be fixed again and again and again,
yet it comes back again and again and again.
