Thanks for clarifying this Lamarque, but there's nothing in the kde-runtime's
cmake output that says to install NetworkManager to build the networkmanager
support in KDE.

Perhaps you're confusing with kde-workspace? NetworkManager is a dependence of
kde-workspace.
