I believe this has to do with the EditorWatcher (see
messageviewer/editorwatcher.cpp)

In the EditorWatcher, we say that all image mimetypes are read-only.
same with pdfs.

I forget all the details of why we have an EditorWatcher.  Volker might
remember.
