Kmail displays a progress bar on the bottom-right corner of the main window
when it's doing something. For example at startup, it syncs all the folders
(even when I ask it not to, but that's a different bug) and when an imap
account has lots of folders, it takes time. Some releases previously, this
progress bar reflected the progress of this syncing, now it only has two
states, 0% and 100%.

Reproducible: Always

Steps to Reproduce:
1. Do something that displays the progress bar
2. Observe the lack of progress

Actual Results:  
The bar stays at 0 until finished.

Expected Results:  
The progress bar should display the progress of the operation
