I can confirm this. 
Maybe it would be nice to make akonadi solid network aware. I think this should
fix those kinds of problems. 
So if the Desktop starts, akonadi should first check if solid says there is a
network connection or not. If not then it should not through any error in my
opionion and should disable imap/pop akonadi services (or simply stop them) and
only start them as soon as kmail is started and if network isn't available
then, kmail should through an error message (not akonadi)
