I'll confirm this bug.  This has been a problem for quite some time now.

The 'Move to This Folder' and/or 'Copy to This Folder' options when you right
click on a local or IMAP sub folder is also missing.  There appears to be no
way in KMail to either create a new top level folder or move an existing folder
to the top of the IMAP level.
