If one sends a message and the sending fails the message is moved to the
outbox. However neither right-clicking on the outbox not via the File menu the
item "send emails in outbox" is available.

Reproducible: Always

Steps to Reproduce:
- Send email
- make sending fail (lost internet connection)
- right-click on the outbox folder or open the men File

Actual Results:  
- no item "send emails in outbox"

Expected Results:  
- to be able to send emails in outbox
