Go to Settings and choose Configure KMail. In the dialog, choose the Accounts
tab, and select in Retrieval options "Switch offline on KMail Shutdown". 

You will still need to quit KMail before logging off, though. Otherwise, when
you log back in, your last session will be restored, which includes restarting
KMail, and that will start the Akonadi agent no matter what.
