I disagree. It's up to the user to select which folders he wants to see:
https://mail.google.com/mail/u/0/?shva=1#settings/labels is there for this
purpose.
For the other mixed wishes:

That's not how "important" works on the GMail side. the messages using this
label depend on GMail criteria but there's nothing special in these messages
headers.

All accounts use the "Local folders" for these. No reason to have exceptions
for Gmail.

That's how the GMail imap server announce these folders. There's no reason to
not respect that.
