Sometimes a "New Message" composer opens in html-mode.  sometimes it doesn't.
It might be remembering the html-mode from a previous reply I made in html. 
not sure.

I have the "Reply using HTML if present" option set.

Reproducible: Sometimes

Steps to Reproduce:
1. New Message
2. Composer is set in html-mode.  sometimes
3.
Actual Results:  
sometimes new composer is set in html-mode

Expected Results:  
I want plain text mode always for new messages
