I confirm the bug in 4.8.2. I've also managed to get filtering working.

I have more than one POP3 account, and I was applying my filters to one or more
selected accounts (in the Advanced tab). I don't have any IMAP accounts
configured in kmail.

By selecting the "from all accounts" radio button (the default) instead, the
filters are now  moving incoming mail into the folders I've assigned.
