This was a regression caused by commit
38af197f1f73242a8739e704a39bdeb75ce61020, which I have now reverted.

The new behavior (and the behavior before the above mentioned commit) is:
If the mail check fails during login phase, the user will be asked for the
password again during the next mail check.
In addition, if the akonadi tray program is running, a passive popup is shown.
We're thinking of moving these popups to KDED, to ensure they are always being
shown, even if akonadi tray is not running.
