my filters that are supposed to be applied to outgoing/sent mails never get
applied

Reproducible: Didn't try

Steps to Reproduce:
create a new filter with e.g.:

filter criteria:
subject -> contains -> test-mail-move

filter actions:
move to folder -> junk

advanced
-> dont apply to incoming messages
-> apply this filter to sent messages

now send a mail, e.g. to yourself with the subject test-mail-move

Actual Results:  
your copy of the sent mail will not land in the selected folder

Expected Results:  
message gets moved to the selected folder
