Exactly. 

I don't understand how this can be by design for IMAP. The server is perfectly
able to support that operation. I have no trouble editing the folder structure
in Thunderbird or roundcube and I can create and delete subfolders for any
folder in that account using KMail. Are you suggesting that there was a
deliberate decision made restrict folder creation on IMAP accounts in KMail?
