I think there should be just one bounty and it should be for the kde4 version.
Very little people are interested in the kde3 version. 

There should be one large bounty and it should include whatever amount of money
is required to make both the kde3 and kde4 versions for the developer.

There shouldn't be two bounties because then we will likely land up with a kde
3 version and that's as far as it would get.
