It works for me in Gentoo: KMail 1.13.6, KDE 4.6.00. I'm not sure which options
(where are they??) that may be relevant here, but for one I have Folder >
'Prefer HTML to Plain text' unticked.

I had this problem before (the HTML tags were included in the copied text) but
now it's gone. However, I can't guarantee I haven't changed the settings ever
since.
