Try to change the PGP key server. hkp://wwwkeys.eu.pgp.net showed the same
behaviour for me since a while. After changing to http://keys.gnupg.net the
lookup works without remarkable delay.

Somewhat hidden:
Kmail->Settings->Configure KMail->Security->Crypto Backends
Configure OpenPGP->GPG for OpenPGP
"Use keyserver at"->click on Edit
