Hi, I can confirm that this bug exists in KMail 1.13.6 on OpenSuSE 11.4. 
Choosing "Apply all filters" works as expected, but when applying a specific
filter with the criterion "to" "contains" "something" the filter action is
applied even when the rule does not match.
